They try to say that there must be a problem with the credit card or Apple, but from my use, it can’t be, and besides Apple and my bank both say nothing is wrong on their part. They accept foreign credit cards via Apple Pay, and of course from my experience, there was no problem until August 5 this year. Unfortunately, PASMO /Suica both say that there should be no problem on their end. Personally I used my foreign (US)Visa through Apple Pay to buy a drink on the Japanese Coke On app, and I have used my physical US card at many locations in Japan, so that indicates to me that it’s not a credit card problem nor an Apple Pay in Japan problem.
